This individual should not be allowed to make any decisions on either admissions or hiring. Ever. If Oxford allows him to do so (without someone else exercising full and complete review) then it is complicit in any other acts of discrimination that he may commit.
There is no need to bureaucratize the overall admissions process, as the students seem to be suggesting. Penalize the guilty, not the innocent.
